so it would make sense that they would catch someone setting something down on the opposite side of the street.

The bomb was near the street so so there would be less people and things blocking the view.

And the picture was taken from across the street.

But I don't know if this adds up. This is not a "black bag."

...people are still stressing the 'black bag'. It clearly was not.

If that is, indeed, the explosive package, maybe it had a black lining. Or maybe there was a bag within the bag but looking for someone carrying a black bag seems misguided.

Notice the dark circle (blood) the bomb was not in that circle, I don't see how it could have caused the damage it did at that placement.
