No chained CPI anywhere in White House analysis, "Strengthening the Economy for Seniors"

Well, isn't that special. The White House comes out with an analysis today of President Obama's 2013-14 budget, "Strengthening the Economy for Seniors," and despite a laundry list of its magical benefits for seniors, there isn't a single mention of the chained CPI. Don't believe it? You find it. I couldn't, even in that Orwellian "Protect Social Security for Future Generations" section: http://www.whitehouse.gov/omb/budget/factsheet/strengthening-the-economy-for-seniors

I believe we will be told later that chained cpi will protect social security - by paying out less.
Gee, it could be saved forever by only paying out $10 a month - what seems clear is the "strengthening" means cuts, not raising the cap.
