"financial protections for low-income and very old beneficiaries"

The POTUS and his spokespeople keep saying that this will be in place to make chained CPI less egregious, but are there any details about how or what this means? Technical/policy details on exactly what these "protections" will be? Or do we just have to wait for the budget to be released??

pittance, which will be higher taxes to go along with the cuts. Those who keep saying it harms no elderly or Veterans or disabled people are making things up about subjects they don't understand anyway.
