He said in a debate with Hillary that he favored lifting the cap, which he never pursued, and ending Federal income taxation of senior citizens making 50K a year or less and he never mentioned that again. What's amazing is that of all the things he has said in debates and then dropped, he picks this as the one to follow through on.
