that it is in reference to the Ninga district of Burundi and is related to genocide ca 1993? If so, it is indeed tragic that those atrocities are fading into distant memory.

Yes, I agree that many Democrats in office most definitely don't vote like Democrats any more. It's sometimes an exercise in futility in getting the good ones past the primaries, and I blame the party organization for occurrences when a corporate D gets preference over the will of the people.
