Are Koch brothers oil price hiking to pay for Wisconsin?

I am noticing a very distrubing trend albeit without the data at hand. It seems when the Koch borthers need funding of some pet project, say Walker, gas prices go up. As I understand it, they are oil speculators and were driving the prices up previously.

And lastly, they don't pay out of pocket. We the consumer pay for what they contribute.

Prices have always been manipulated. I heard that from an oil executive. Wells are so-called "shut down for maintenance" when oil companies want to charge more. Remember when the gas stations ran out of gas a couple of years ago. That was a totally phony crisis.
