It's as much WHAT he says as how he says it. "Food stamp president", "Pay checks not food stamps" are all very thinly veiled references to the old Reagan "welfare queen" stereotypes of black Americans. And it goes over real well with the mouth breathers that Newt is trying to appeal to.

Ignorant people need scapegoats for the fact that their lives haven't exactly turned out the way they hoped. Minorities make really good scapegoats and assholes like Gingrich know just how to push those buttons.
