It's not a Grand Conspiracy meticulously planned. It's socioeconomic forces at work.

You see, we live in an era of dwindling resources AND increasing population. If that wasn't bad enough, in an effort to "damn the torpedoes, full economic Growth ahead", we have finally trashed the environment to the point where even the IMF realizes that the breaks needs to be applied.

All of this means that the Economic Pie is shrinking. And as it shrinks, those in positions of power are desperately grabbing as much as they can for themselves - realizing they are inviting domestic unrest. And so, given the set of tools they have at their disposal, they are militarizing our police in anticipation of what comes next.
