How are charter schools buying TV and mailer ads?

I just received a glossy mailer advertising a new charter school in West Palm Beach. Then I see a new fancy TV ad for the same school. How the hell can they afford expensive ad campaigns for these schools? Isn't this public money from an already strapped system?

They always did huge, full color direct mail pieces, with professional photography. We had two or three direct mail projects going for them at any given time. I won't mention the school's name, but the founder has been discussed on DU many times. We created their brand, their identity, helped build them into a major force in the biggest educational "market" in the U.S. They fired our firm when they brought in a new marketing director who happened to have a family member in advertising. Nice people. Not.
