The talking heads keep saying that Boehner needs support of around 100 Republicans to pass the Senate bill. Truth is he needs substantially less than that to pass the measure. If he insists on having 100 votes in his pocket to bring the bill to the floor, it will because he is kowtowing to the GOP "rule" requiring a majority of the majority to schedule a vote.
This ought to be part of the discussion as the punditocracy bloviates the day away but it is not. If Boehner refuses to bring the bill to the floor because of this extremist "rule", the American people would be entitled to be outraged at his arrogance and disregard for the economic health of the nation. But the response will be muted if "journalists" continue to fail at their basic responsibility of informing the American public of how they are being misgoverned by the GOP.
