(52,253 posts)yes, it may affect withholding in the meanwhile, but by the end of the year, people can be made whole by making whatever changes retroactive to january 1, 2013.
whereas the spending cuts won't be fixed if they go on too long. if the government had to lay people off, they're not going to rehire them with back pay, e.g.
