Scott Brown: Obama Has Sent Senate Republicans A Fiscal Cliff Proposal

President Barack Obama reached out and provided Senate Republicans with another offer to avert the so-called fiscal cliff, Massachusetts Sen. Scott Brown wrote on his Facebook page.

"I'm rushing to get on plane and thought I would keep you all informed," Brown wrote.
Meanwhile, CNN's Dana Bash reported that Obama told Senate Minority Leader Mitch McConnell that he would send him a "scaled-back" offer that would likely erase some, but not all, of the tax hikes scheduled to hit beginning Jan. 2.

most major bills get passed in slightly different forms, neither of which ever becomes law. then a reconciliation committee gets together to hammer out an agreement that will pass both houses. THAT version of the bill, if it's a revenue bill, must pass the house first. earlier versions never become law anyway, so they can start in either house.

in most cases it's really it's just a formality.

if the house were to pass (not likely) the bill the senate already passed or perhaps some future revenut bill, even if in the exact same form (again, unlikely), then it wouldn't become law until the senate passed it AGAIN, after the house passed it first (and then the president must sign it, of course, or have his veto overridden). but again, this is usually just a formality as if the senate already passed it, they're quite likely to pass it again.

GOP Source: ‘We’re Expecting Democrats To Finally Act’ On Cliff

President Obama is expected to send congressional leaders a scaled-back proposal to avoid the fiscal cliff, according to CNN and Sen. Scott Brown (R-MA).

"While we're expecting Democrats to finally act, I don't have a specific timeframe," a GOP source familiar with the matter told TPM.

Update: TPM is told separately that reports about an impending White House offer to Capitol Hill are not accurate, or at best an exaggerated read-out of GOP discussions with President Obama.

Update II: An aide to Senate Majority Leader Harry Reid (D-NV) also tells TPM the reports are "not true."
