Does he really not understand the difference?
Michigans Republican Lieutenant Governor Brian Calley has taken to Twitter to defend his administrations push for an anti-union Right To Work law which would allow workers to be represented by unions without having to pay union dues.
Heres one weak defense Calley offered for enacting Right To Work. He said that he isnt required to donate to any church he attends, so workers should be able to represented by unions in the workplace without being asked to pay dues:

People will want the protections of the union and the wages the union fought for, but many of them won't want to pay for the work to get those protections and wages.
And then they'll be surprised when wages go WAY down - more than the cost of the union dues, by the way.

and there will not be enough money to fund union activities which will end the unions.
Unions are one of the only supporters of all workers rights not just those of it's members.
