Could it be
That cuts to the safety net are related to Obama Care and the eventual privitization of all healthcare? Why might they do this? Pension reform. If they push out many of the federal employees who administer our healthcare programs and eliminate the infrastructure they will save themselves billions over time. That might be why we didn't get single payer but instead an expansion of corporate administered healthcare.
