2. Does he remember that Bolton could not get a recommendation out of the

Republican controlled SFRC. Voinivich refused to vote for him in committee. Those hearings were unbelievably contentious with the usually genial Lugar calling many Democrats out of order whenever they spoke up - including Biden the ranking member and Kerry, who Lugar routinely gave extra time to in questioning and clearly respected. Biden looked so angry, it looked like he could explode. There were many reasons to reject a man as UN ambassador who once spoke of it being better if half the floors of the UN were blown up.
