What brilliant leader created FEMA, the Federal Emergency Management Authority?

Jimmy Carter.

President Carter signed Executive Order 12127, effective April 1, 1979, establishing FEMA. Shortly after, in signing Executive Order 12148 on July 20, 1979, President Carter gave the agency the dual mission of emergency management and civil defense.

I was rewatching the old disaster movie 'The Day After Tomorrow' today. There's a moving scene depicting millions of Americans seeking shelter in Mexico from a massive latitudinal icestorm -- all being fed and sheltered by the Federal Emergency Management Authority.

Republicans tend to want to cut important programs, sell off the United States to the wealthy, and coddle up to foreign dictators for profit and power -- especially lately.

Democrats take care to preserve and protect the nation we live in.

Jimmy Carter was the first president I could vote for. Still proud of that day.

In '73 was established the Federal Disaster Assistance Administration. (Yeah, that shifts some of the glory away from Carter to an evil person.)

It grouped a number of things, including flood disaster recovery that Congress made part of the ACE in the '40s. Like the EPA, it was created under the auspices of a presidential directive from 1970. We were a reorganization of existing capacities, not a creation of capacities ex nihilo by Congress.

The Executive is in charge of organization; Congress, in our Democracy, is in charge of granting most authorities enjoyed by the Executive to the Executive.

He was 1st until Biden. Then Obama. Then Clinton. And Johnson is a distant 5th. LBJ will never not be last because Vietnam and not firing Hoover upon taking office. And abandoning his unpopular actions to be cleaned up by others by not seeking re-election, thus costing us who knows how much incumbent mojo votes vis-a-vis Tricky Dick.
