If we got a new speaker, could 1 person still ask for removal?

The rules committee holds a hearing to amend the rules for the 118 congress. If the amendment passes the committee it is brought to the Floor of the House for a vote. It can come as a stand alone or attached to something else. Until a majority of the members vote to change the rule, the 1 person rule stays. Think back to the last Congress. Speaker Pelosi had Chairman Jim McGovern change the rules for screening members by putting them through metal detectors. The house voted on it and the Magnatometers stayed up until the end of the Congress. The new congress got sworn I , new rules were enacted by the new majority and the Mags were gone by about 12:02 on Jan 3.
