How can the map at NBC show Obama winning WI...

... yet he's got only 46% compared to Romney's 53%? (Only 15% precincts reporting so far.)

They called it within a few minutes after the polls closed, before a couple of thousand votes had been counted. Hopefully Obama and Tammy Baldwin did win Wisconsin... but the votes should be counted before they call it... at least most of them.
