Why is it Taking SO Long to Call Ohio?

I could be wrong, but if Ohio goes to Obama isn't it all over for Mitt? Why is it taking so long for them to call it?

13. My precinct just dropped off our ballots one hour ago 9:00.

The precinct next to us was still tabulating as we left around 9:00

I didn't ride along to the BOE, another Dem and a repub did that, but I understand there can be a hour+ wait for the board to sign in the machines.
