I think that the unemployment is up slightly is an encouraging sign:

Since people who have been out of work so long, they just stopped looking for a job.
Thus, they were NO LONGER COUNTED as unemployed.
Now that more companies are beginning to hire again, that is giving more people HOPE, so
they are now going back to looking for a job.
