it's not very complicated.

the paper ballots have been printed in many instances already.

they can allow people to vote outside their areas if they've been evacuated.

first, evacuated people are evacuating somewhere, there are ways to get them information.

second, power is coming back.

but i don't know if this will be handled well, but the alternative is delaying the election and that's a bad precedent.

Clearly it's not going to be postponed on a federal level. But if NJ is not ready they could postpone.
Of course it will probably end up in court. But what is the alternative if they are not ready?

Whenever any State has held an election for the purpose of
choosing electors, and has failed to make a choice on the day
prescribed by law, the electors may be appointed on a subsequent
day in such a manner as the legislature of such State may direct.


November 6 is the day states appoint their electors. If they haven't "made a choice" then they can do it on a later date.

The article in yesterday's paper said the line crews didn't expect to have all of the power in PA fully restored for 7-10 days. NYC is dark. They've got flooded out subway systems than many people rely on exclusively. A lot of rural roads are flooded out and/or blocked. It's going to be a damn mess no matter how you look at it.

Paper ballots, I assume. Or, generators at polling places. That would work, too.
