Fully automatic weapons can be owned by private citizens, but they're heavily regulated, and the application process is involved and expensive (and you have to go through it for each one you want to have). They're also very, very rarely involved in crimes. Bringing them up was something of a red herring.

So depending where you live, private citizens cannot own full auto firearms. Everything else you said was true.
