In other words, the normal pipeline of cabinet candidates DID NOT produce sufficient female representation. So by an act of his will, Romney went out of his way to solicit recommendations from his staff and women's groups in order to achieve a gender-balanced cabinet.

This is the same problem in the private sector. The default process under-represents non-white, non-male candidates.
