then doesn't that mean that the 60% will be smaller?
Plus it will increase the deficit because if you cut taxes for some and not for others you reduce revenues.

If you reduce the amount of money represented by that 40% then you reduce the amount of money represented by that 60%.
To keep the amount of dollars being paid the same for the top 5% the percentage paid would need to go up.
