I don't think it's the teachers, but maybe a bigger picture thing of educational style. The biggest issues are probably school funding (causing class sizes that are too large) and home environment (ie single parents working a couple of jobs), for all children but particularly for children who are in poorer districts.

Is that too hard to implement or even consider?
