Confusing the 2 together makes people think photo ID's to vote are a good idea; not realizing that voter's don't tend to commit fraud when casting a ballot, but those who are registering voters are committing fraud.

Equating the two different items as one in the same is not a good thing. Both items create cheating. If people think a lot of voter fraud is going on, then rules about I.D. make more and more sense to them without thinking about the many people who don't have an ID who are older, poor, or minority. Then on election day, someone without a proper ID is barred from casting their ballot. Cheating all the way around and the media equates it as the same thing. Many times, even on progressive/ liberal sites, they make the same generalization. Its important to understand the difference.
