Someone was going on about it in Frank Putz's focus group after the debate. The genius couldn't distinguish a ballot application, of which she'd received many, from an actual ballot. She decided those applications meant there could be multiple ballots, which is obviously ridiculous since applications are verified at the election office. And elections officials do have new fangled things called computers to track applications.
