Police arrested someone who WAS holding a register to vote sign. No evidence they arrested him FOR holding a register to vote sign.

Time, manner, and place of speech can be regulated - it isn't clear from the tweet whether there were any such orders in place or why he was arrested.

The tweet is sort of like saying he was arrested for being bald, or for wearing a mask. He was also bald and wearing a mask. We don't know why he was arrested.
