if he can just claim they are keeping it from the people.
Even an untested one would require some kind of work to distribute it.

and make it so only they get the vaccine. I think his base should be the lab rats. So, a few might die. It's called collateral damage. What's a few patriotic deaths of some of the GOP"s faithful base?

By 21 October, 35-45% of the country will have likely already voted. Even if a vaccine was approved tomorrow, production would barely have just begun by then, and every single candidate vaccine that's currently in trials is facing problems with significant refrigeration issues, so distribution is going to be a big expensive problem, made worse of course because the post office is now experiencing significant delays in processing mail. Refrigerator trucks are, like everything else, a limited resource, and most are usually already fully booked at least three months in advance.

He can announce anything he likes, but I just can't see his science-phobic anti-vaxxer base jumping up and down to be the first ones to volunteer to take a rushed, potentially botched vaccine. Trump may not publicly acknowledge it, but as far as a vaccine October surprise, it's not going to happen (ask Gerald Ford about this one).

there doesn't have to be a vaccine for him to announce there is one.
He just has to peal off a few low-info voters, like the Comey announcement did in 2016.
