i actually think they're VERY different people.

cheney is a very consistent, far-right wing, imperialist asshole who plows ahead with whatever he wants because he knows he can get away with it and lies simply for cover.

romney is a two-faced weasel who lies because he thinks he CAN'T get away with it and has to lie to get what he wants.

cheney is a purist and won't compromise; romney is a pragmatist who will do whatever he feels he needs to do to get what he wants.

both very evil, but in very different ways.
