What would be the better country

Country A - Democratic Republic where 40% of the people are evil racists deplorable assholes who always vote and elect other evil racist deplorable assholes....and even though you are in the 60% majority, a lot of that 60% is apathetic and don’t vote, and a small portion of that 60% are blind and don’t care or see that evil....so it’s always this back in forth of deplorable assholes in charge or even when your side gets elected, it’s enough of those assholes to stop anything meaningful

Country B - not a Democratic Republic but the people in charge share your political values and do what’s right for the people and country

But there’s no way to insure that said government (whatever it may be—it’s unspecified) will ALWAYS, in the future, share my political values and do what’s best for the people. I don’t really believe that Country B is possible, so I will stick with Country A, as imperfect as it is.

So there is insufficient information to answer. The parliamentary monarchy of Denmark seems OK. Belarus seems not.
