7. DC/the WH was the only place he could be sure that local/state officials could not

attempt to enforce mask mandates or occupancy limits or other covid-related public safety measures which wound his vanity by a) looking weak by wearing masks or b) having a sparse looking crowd due to distancing.

It is all about that ravenous (but very shallow and dumb) ego.
