All along, McConnell has held the extension of UI benefits so Trump can can swoop in and save the day with an executive order! Then Trump can say “see the Democrats we’re the ones who held it up”! It was their plan all along?

A President cannot appropriate money. That is the sole prerogative of Congress.

He can transfer funds already appropriated, as he did with the border wall by taking money from the military, but he cannot initiate an appropriation of funds. So if he does it, there will be a lawsuit in like 5 minutes to stop it.

If the republican hold up is part of a plan to make him the hero (I'm skeptical, but that is the premise of the OP), then republicans won't. If Democrats initiate it, that would play into the plan.

I wouldn't be at all surprised if Trump had demanded this, even told McConnrll he'd veto any relief bill since he wants to issue EOs instead.

This may very well hurt some Senate Republicans, but I don't think Trump is concerned about anything except his own re-election.
