It became obvious that ICE and Border Patrol operate in an amoral, macho culture that has separated them from their humanity. "They have a job to do" is their justification for doing things that are cruel and deadly for the people they are rounding up. This is a war for them.
The terrorists in Portland have been identified as an "elite" group of ICE and possibly Border patrol called BORTAC. This is an article about how they raided a humanitarian station near the border that supplied water. They detained Americans and stabbed every water container. They operate above the law. This is trump's federal police force.
