It qualifies to me as criminal neglect to say the least. Homicidal genocide would sound too extreme, so I only mention it to use the words in this context 
Standing by, watching it and saying "it is what it is" as if it could be anything other than what it is and as if everybody isn't aware of that is an egregious dereliction of the duties of a President and a serious compromise of the oath of office.
When you stand there an do nothing while thousands of people are dying needlessly while you have the power and resources at your fingertips to command vast resources to protect and aid the people that makes you responsible for the outcome in a way that transcends any other servant of the people. He does not serve the people and yet holding office serves him well. Anybody else in any other job would be long gone by now and facing some serious reprisals and charges.
In this case, being the President shields him from any recrimination and he knows that. He can get away with whatever he can get away with and he's milking that for everything its worth. America suffers for this hideous mistake and, what's most amazing, is that some people still staunchly support this stochastic, homicidal terrorist at large.
