I have to think he really believes what he said and followed-up with that at his Univision appearance by darkening his skin.
Romney's full comments on "being a latino" uncovered in the secret video:
"If my father had been born of Mexican parents I'd have a better shot at winning this. (laughter from him and wealthy donors) I mean, I say that jokingly, but it would be helpful to be a Latino."
