Its when you lose feeling in your extremities due to nerve issues. It would explain his inability to walk up a slight ramp, hold a cup of water.....

I have it and it sucks sometimes.

It has a medical term.

Foot drop? I think that's what the person called it. It's a symptom of something.

I think he/she called it "foot drop".

Causes
Foot drop is caused by weakness or paralysis of the muscles involved in lifting the front part of the foot. Causes of foot drop might include:

Nerve injury. The most common cause of foot drop is compression of a nerve in your leg that controls the muscles involved in lifting the foot (peroneal nerve). This nerve can also be injured during hip or knee replacement surgery, which may cause foot drop.

A nerve root injury — "pinched nerve" — in the spine can also cause foot drop. People who have diabetes are more susceptible to nerve disorders, which are associated with foot drop.

Muscle or nerve disorders. Various forms of muscular dystrophy, an inherited disease that causes progressive muscle weakness, can contribute to foot drop. So can other disorders, such as polio or Charcot-Marie-Tooth disease.

Brain and spinal cord disorders. Disorders that affect the spinal cord or brain — such as amyotrophic lateral sclerosis (ALS), multiple sclerosis or stroke — may cause foot drop.

But I don't know, and I'm definitely NOT a doctor. Just a curious person.

Okay, I'm guessing. It looks a bit like "drop foot" which can be temporary or permanent. Back problems can cause it, like bulging disks. But pain is often connected to such problems. A mild stroke could result in something similar. And with that quick rush to the hospital, and a cognitive test, suggests there was concern about such a thing. And that's the same side as the hand that couldn't handle the water glass.

just like the way he stands is telling..

Good article here:

Five studies presented at the Alzheimer’s Association International Conference in Vancouver this month provide striking evidence that when a person’s walk gets slower or becomes more variable or less controlled, his cognitive function is also suffering.

Thinking skills like memory, planning activities or processing information decline almost in parallel with the ability to walk fluidly, these studies show.

In other words, the more trouble people have walking, the more trouble they have thinking.

“If gait begins to deteriorate, we begin to have a conversation about how is your memory.”

He has a lot of info on Frontotemporal lobe dementia, and examples of Trump's mental and physical deficiencies in clips. That's why he stands like an oaf leaning forward, hands limp at sides. He also thinks that last November, when there was an unannounced visit to Walter Reed, Trump probably had a mild stroke.

It could also just be a case of "Look! Squirrel!!!" He could just be trying to distract everyone from the fact that he just violated the Hatch Act with this trip. Everyone is talking about his gait, rather than the fact that he's using this taxpayer-funded visit as a campaign stunt.

it looked like his right foot slipped on the step...then, the next one, but he was able to maintain his balance so he didn't fall. Then, I thought I must have misread it because I didn't see any comments about it. It was at night, but I can't remember where he had been.

Slow that video down so his gait can be seen a little easier. It it is definitely odd. And there are plenty of other videos of him walking that be used for comparison.
