from legal action due solely to employees getting sick from COVID while being forced back to work.
But, as with most things I could be wrong.

Many of the Federal Protection Service (FPS) folks around the country are private contractors. Have not heard of an mercenary component verified in Portland, but if the invasions spread to other cities, it will take more than current DHS paramilitary to staff.
