disgrace. You would think that they would take some time to ensure that they proofread what they send out first, but obviously not.

They worked with them and should know better.

Not only that, Elijah Cummings was several inches taller than Rep. Lewis. Even if someone thinks their facial features favor one another, in person, there's really no way to mix them up.
