He pleaded for water more than a dozen times, saying he could not breathe as police officers restrained his legs and torso.
This time, the scene was a southern Arizona city with a politically moderate image, a large Latino population and a Police Department said to be relatively progressive.
The victim was Carlos Ingram Lopez, a 27-year-old cooking school graduate who prepared every meal from scratch for his 2-year-old daughter and watched YouTube videos to learn how to comb her hair. His death, as he was having a mental health crisis that led to a call for help, was a jarring reminder that Latinos as well as African-Americans have a troubled history with the police, even though Latinos struggles do not get the same attention.

Three officers involved in Mr. Lopezs death resigned before the public release of the video, and Chris Magnus, Tucsons police chief, offered to resign.

Ms. Jaramillo, the Tucson lawyer, said she had been having trouble sleeping since viewing the video in which Mr. Lopez died while calling out for his nana, or grandmother.
Ms. Jaramillo, who now assists victims of domestic violence, said she was struck especially by how Mr. Lopezs grandmother, Magdalena Ingram, was treated dismissively by officers in her own home when she asked about her grandson while the officers were restraining him. She had called 911 because he was having a mental health crisis and acting erratically.

(53,918 posts)of police funds. It's so obvious that police are not the ones to handle a call like this. The first thing the big, bully cop yells in an intimidating voice is, "get on the ground."
In a situation like that a mental health pro with a gentle approach is needed instead of intimidating cops who immediately escalate the situation into a physical confrontation where they of course are determined to dominate, which far too often leads to tragic conclusions.

He was killed in April, the chief was briefed on it the next day, but never bothered to look at the bodycam footage until last week, which is when he told the city council and mayor about the murder: they had no idea! And then yesterday which should have been about Mr Lopez and a chance for the city to grieve, the police chief decided to offer his resignation. Fine, offer your resignation--it wasn't accepted--but not that day. Not after waiting 2 months to make this horror public.
And the mayor's answers were wholly insufficient and, mu ch as I love Rachel, her politeness gets in the way sometimes because she didn't press hard enough and allowed the mayor to filibuster and say very little.
