The 47% does not include children, unless the children are filing income taxes. While Mitt may be fuzzy on what comprises the 47%, it's really not confusing - it's 47% of tax filers.

He said 47% don't pay taxes. Just because he's too stupid to know 47% of what doesn't mean we have to be just as stupid as he is.

So no, the 47% doesn't include freeloading six year olds.

I read the post below, and the information is incorrect. The number comes from the Tax Policy Center, with data drawn from the IRS. It is calculated based on the number of tax filers that have an income tax liability divided by the total number of filers.

Unless a six year old has to file a tax return, he or she isn't included in the number.

Then they must have mislabeled their own chart and mis-applied it.

1. The chart is labeled "Percentage of U.S. Population" not "Tax Filers"

2. Quote from the article: "That means 151.7 million Americans paid nothing in 2009."

The workforce in 2009 was about 155 million, the population was about 305 million. So how could that 151.7 million NOT include children?

They took the "Percentage of Americans Not Represented on a Tax Return"

Not percentage of adults. Not percentage of workers. Not percentage of Tax filers.

When they say that 151 million Americans paid no taxes, they are including children, the elderly, the disabled. The math doesn't work any other way.
