I suspect the Pardon route is going to be difficult as it will effectively kill some careers for good. So they are trying to set things up to where everyone they leave behind will not prosecute. It's a Hail Mary attempt, I think it won't work.

We are going to see blanket pardons, a resignation, and then a Trump Pardon.

Of course there is state prosecution, but just like the show Boardwalk Empire, they convert a state crime to Federal and get off the hook. The various state's could pursue, but I have a feeling all of them will just drop it as it will get tied up in the courts for ages and the state's probably won't have the resources to continue, and just toss their arms up and say, "its a Federal issue and we have a backlog".
