Many in Montevideo Uruguay are wearing masks. Sidewalk vendors sell local-made cloth masks. Masks are on national politicians as seen on TV.

Uruguay reported its first case March 13th, just days after Arkansas did.
In Uruguay, as of 17 March, 849 cases are confirmed.
Active cases peaked at the beginning of April and the slope has been downhill.
24 have died and about two dozen cases are currently active with 3 in ICU.
Sadly, Brazil is the northern land border.

Arkansas can be compared to Uruguay for population, size and density and date
The numbers contrast when compared.
Arkansas has 208 deaths and 4300 active cases.
In fairness, Arkansas has done much more testing* and is surrounded by Brazil, so to speak.
