It is a good guess that US strategic stockpiles were emptied and sent to China. The only question is what was the exchange, because US citizens certainly didn't benefit.

When has President Trump ever - EVER - dumped someone because their superior knowledge and expertise showed him up? I mean, besides the Captain Crozier thing. And the Inspectors General sackings. And Robert Mueller. Soon to be followed by Dr. Birx and Dr. Fauci. And . . . Wait, I think I'm sensing a pattern here.
