...namely President Jimmy Carter.
According to Jerry Parr, who served on President Carter's Secret Service detail, after the failed attempt to rescue the Iranian hostages where one of the helicopters ended up colliding with a refueling tanker, one of the severely injured servicemen was taken to Lackland Air Force base with terrible burns. President Carter wanted to speak with the serviceman, but there was concerns because the man was highly vulnerable to infection.
So President Carter changed down to full surgical scrubs, mask and coverings and entered the room himself, where the serviceman saluted the President and he in turn returned the salute.
None of this was done in the open or announced to the press; it was a highly secret and personal visit on Carter's part. It was not done for the purposes of a photo op; just a desire by the President who wanted to pay respect to someone who had been injured under his watch trying to save his fellow countrymen.
