Have a question about primary absentee ballot in Ohio

My friend got the request form to get an absentee ballot. She realized she marked the request as for the general election rather than the primary election ballot. She voted last year, and nothing has changed, so I think she is a registered voter.

She asked me if I thought she'd get a ballot for the primary. I suggested she call the Board of elections, however with the virus, no one seems to be answering the phone. I looked on the Ohio State Board of elections online, but not sure how to phrase my question or look for an answer.

I really am asking for a friend. I already early voted

1. If she send the request in but didn't get the ballot for a primary, it's not a good sign.

April 28th is the last day of the primary. Ballots must be postmarked by April 27th or delivered by April 28th.
Not only she had to mark that she wants to vote for the primary, she had to select if she wanted a democratic ballot or a republican ballot. I am assuming she didn't do it either, since she marked she wants a ballot for the general.
So my guess is she is not getting her ballot, at least for the primary.

She says she'll see if she gets one, if not she'll be more careful so she can vote in the General against traitor.
