Walker Involved? Some informed speculation…

So far, Walker doesn’t seem to have been caught in the widening probe into members of his administration. But I detect a funny smell in the room. Here’s why:

First, a necessary bit of background:

Mark Gundrum, a Republican state legislator, was elected Circuit Court judge in Waukesha County in 2010, in the same election that swept his buddy Scott Walker into the Wisconsin Governor’s mansion. Gundrum had outspent his opponent, incumbent judge Richard Congdon, by about $110,000 to 17,000, or about 6 to 1.

Then a vacancy occurred on the Waukesha-based District II Appeals Court. Here is what happened:

Gov. Scott Walker had plenty of choices to fill the open position on the District II Court of Appeals bench. But he chose his former legislative seat mate, Mark Gundrum.
Gundrum’s an able political player, to be sure. He and Walker were close political and ideological allies in the Legislature and in the broader work of the Republican Party.
But Walker is moving Gundrum up the nonpartisan judicial ladder awfully quickly. Gundrum, 41, served in the Assembly from 1999 until he was elected as a trial court judge in Waukesha County Circuit Court in 2010. He has served only a year on the bench, and there are still legitimate concerns about whether he has put his partisan days behind him,
When he announced that he was running for that judgeship in 2009, Gundrum made it clear that he wanted to be an ideologically driven jurist. “I think it would be good to have a person with a solid conservative view of the law,” the Republican stalwart said.

OK—That’s Mark Gundrum.

This week, the headline news in Wisconsin is about three more Walker cronies: Tim Russell, Kevin Kavanaugh, and Brian Pierick.

Pierick, Russell’s long-time partner, doesn’t figure much in this story. He was charged with child enticement (luring a 17 year-old boy into his van for sex), but so far hasn’t been implicated in any of the embezzlement charges.

Russell, a former Walker aide, is charged with embezzling “at least $42,232” from the local chapter of the Military Order of the Purple Heart, and Russell stole at least $21,000 from an organization he controlled, called the Heritage Guard Preservation Society (HGPS).

Walker was asked twice {by reporters} to explain why he chose in 2009 to transfer control over the funds raised for Operation Freedom from the Alonzo Cudworth American Legion Post 23 to the Heritage Guard Preservation Society, an organization controlled by Tim Russell. In response to those question, Walker indicated control of the funds was transferred to the group controlled by Russell because of allegations of financial improprieties with the previous group that had control of the funds, however according to the criminal complaint filed against Russell, there were no allegations of financial impropriety leveled against American Legion Post 23.

Now, here is where it gets interesting.

Mark Gundrum—remember him?—served in Iraq while a Wisconsin legislator and donated his legislative salary to—Operation Freedom. The amount he donated was about $28,000. This was a big part of the funds that ended up being transferred from the American Legion group to Russell’s HGPS, from where Russell embezzled it.

So—Gundrum contributes $28,000 to a Walkerite slush fund disguised as a charity. The money gets embezzled by Walker cronies. Then, coincidentally, when the opportunity arises, Walker appoints him to a seat on the state Appeals Court. Was this whole operation a poorly-constructed money laundering operation?

See what I mean about that funny smell in the room? Like maybe a dead rat?

Russell is, or at least was until recently, treasurer of the Republican Party of Milwaukee County.

He also was a board member and treasurer of the Soldiers Home Foundation from 2008 to 2010. His name has been scrubbed from the foundation website, but here's the archive listing him as treasurer as late as July 2011.

The Republican corruption in Wisconsin has strong, deep roots. Follow the rot, and my guess is Walker is just one stinking piece of a pay for play system that has been operating here since the 1940's.

If "this whole operation" wasn't a poorly-constructed money laundering operation then the numerous 'coincidences' ie the people involved and the dollar amounts are......amazing.

A funny smell, indeed. It is my fervent hope that "John Doe" IS Walker and he will be doing the perp walk sooner than later.

an interesting article from Sept, 2011 which brings to light another interesting 'coincidence' as to the players involved:

"Walker campaign pays $60,000 to Milwaukee firm

Gov. Scott Walker's campaign fund has paid nearly $60,000 to the firm it hired late last year to respond to questions raised by a John Doe criminal investigation.

Multiple sources say Milwaukee County District Attorney John Chisholm's office also has spent more than a year conducting a secret investigation into whether Walker's former county staffers were campaigning on county time. John Doe cases are secret proceedings in which witnesses can be subpoenaed and compelled to testify under oath about potential criminal matters.

Records show the Walker campaign made three payments to Michael Best & Friedrich totaling $59,617 between March and May for "compliance/administrative" activities.

Former U.S. Attorney Steve Biskupic, now with Michael Best, began working for the Walker campaign after prosecutors subpoenaed campaign records in the days before the November election."

Biskupic was one of the US Attorneys who started going in search of alleged "voter fraud" in January 2005, allegedly under pressure from Karl Rove and the Bush Department of Justice. In fact, he was even reportedly on an early list of US Attorneys to be fired. But his "voter fraud" efforts fell short, so in 2006 he began trying to prosecute state Democrats -- most notably a woman named Georgia Thompson. And the last item quoted below suggests that Biskupic may have been part of a cover-up of some Scott Walker hanky-panky prior to 2007.

I was keeping a file of US Attorney-related items at the time, and the quotes below are from that -- so I can't swear that all the links are still valid. But this is what was going around in early 2007.

Steven M. Biskupic, the U.S. attorney for the Eastern District of Wisconsin, was once targeted for firing by the U.S. Justice Department but given a reprieve for reasons that remain unclear, McClatchy News Service reported Friday.

Congressional investigators looking into the firings of eight U.S. attorneys saw Biskupic's name on a list of attorneys targeted for removal when they were inspecting a department document not yet made public, an attorney for a lawmaker involved in the investigation told McClatchy. The attorney asked for anonymity because of the political sensitivity of the investigation. . . .

McClatchy reported that the disclosure aroused investigators' suspicion that Biskupic, who is based in Milwaukee, might have been retained in his job because he agreed to prosecute Democrats. Such politicization of the administration of justice is at the heart of congressional Democrats' concerns over the Bush administration's firings of the U.S. attorneys.

Whether by direction, design or just plain old predisposition, Steve Biskupic has walked the political walk for Junior Bush since he was appointed by the Decider in 2002. Whether it’s going after Democratic alderman for buying themselves groceries, civil servants working for a Democratic governor, contributors to the same Democratic governor and investigating non-existent "voter fraud" (the very definition of an elephant laboring for months and bearing a mouse), Biskupic has been Johnny-on-the-Spot for the Bushies‘ political agenda.

Maybe the reason Biskupic never goes after Republicans is because, if you swing a stick in his house or his office or his country club, you’ll hit five or six of them. Just guessing here.


(On edit: I don't have much on Hurtgen, but it appears he was part of some deeply corrupt effort to get casino gambling into Wisconsin. If anyone on this thread is interested, let me know and I'll dig out what I've got.)

Vince Biskupic's "Nixon-like" campaign approach, branding the state's teachers as his "enemies", and Biskupic's long term entanglements with Paulus probably played a role in derailing those efforts. Biskupic is Paulus' political protege, his former Deputy DA, best man at Paulus' wedding and co-prosecutor with Paulus in such blatant frame-ups as John Maloney and Mark Price cases. Despite efforts to distance from Paulus and wash his hands of his own responsibility -- and culpability -- in the routine abuse of power, Wisconsin voters found out all about Vince.

Gableman is a WI SC Justice who received free legal services from Best Friedrich, & then did not recuse himself when making a decision that they argued in front of the SC.

Remember this story from September?:


On Wednesday morning, 14 September, FBI agents descended on the Madison home of one of Wisconsin Republican Governor Scott Walker's closest aides, Cynthia Archer. The federal agents seized Archer's computer files and other documents. A wider investigation involving another Walker aide may be in the works.


Archer, a long-time Walker loyalist and staffer, served for three years as director of administrative services for Walker while he was Milwaukee County executive, including during his campaign for governor. She helped craft the county budgets that defined Walker as an anti-union, anti-tax conservative. Archer then took a high-paying position in Walker's administration when he became governor in January 2011. Last week's FBI raid appears focused on whether she and another top Walker aide used public time for political purposes. If Walker is significantly connected to any such transgressions, it will add impetus to a possible recall election next year.

Last May, theMilwaukee Journal Sentinel reported that Darlene Wink, a Walker staffer, had used public time to post partisan opinions on the paper's online comment walls. Walker had been Milwaukee's County executive at the time and was then running for governor. Wink resigned when confronted with the charges. This incident did not affect the outcome of the governor's race; it did prompt a local investigation, which is now apparently also a federal investigation, into misuse of public time for political purposes.

The current investigation so far seems to be focusing on two high-level figures very close to the governor. Investigators are using "John Doe" proceedings to compel testimony from witnesses and keep them from discussing the case in public. So we know very little. What we do know is that in addition to Archer, the second high-level Walker loyalist in the spotlight is Tom Nardelli, Walker's former chief of staff at Milwaukee County. Like Archer, Nardelli got a plum position in state government when Walker became governor. And like Archer, Nardelli abruptly quit his job at the state this summer as the investigation heated up.

There are two striking points to be made here.

The first, of course, is that this is a Federal investigation, separate and distinct from the current foofaraw, which is the Milwaukee County DA's show. The Feds are looking at a totally different set of issues, involving misuse of public time for political purposes.

The second glaring point concerns Tom Nardelli, walker's former Chief of Staff.

Tom Nardelli abruptly quits his state job with Gov. Scott Walker in late July, pulling the plug on his $90,000-a-year position just days after accepting the post.

His resignation ends more than 3½ years of close asssociation with Walker, including three years as his chief of staff when Walker was Milwaukee County executive.

Nardelli speaks of the reason for his resignation by saying he is leaving the post as administrator because he decided it would be unfair to keep the job knowing he planned to resign soon anyway. “I was toying with leaving at the end of September,” he said. He picks the exit date because it is the 100th anniversary of another state division Nardelli led – Safety and Buildings. He held that job for the first six months of Walker’s tenure as governor.

Walker ran for student body president when he was at Marquette University, but he was caught violating campaign rules. The student newspaper, which had previously been neutral, ran an editorial saying that Walker was “unfit” for office after finding Walker’s campaign guilty of “mudslinging,” and after reports that his campaign was throwing out copies of the paper that contained information damaging to Walker.

Walker dropped out of college after 3 and a half years. I've always wondered why he wouldn't have finished if he only had one semester left to get his degree.

But it seems ... The C word applies here...and RICO too.

Now Walker could be looking at some serious time. RICO investigations at time involve letting some small fry go easy in exchange for whales. I wonder if walker is a minow or a whale?

And he's not the only cousin that has questionable things going on around him. Bush's cousin George Walker went from Goldman Sachs to Lehman. Jeb was at Lehman too.

Wouldn't it be cool to somehow get hold of the Am Legion & VFW mailing lists?

I'm eligible for membership in both orgs, but they run pretty hawkish, & the only vets organization I would consider joining is one that is singlemindedly dedicated to putting itself out of business.

I heard a pretty discouraging report on public radio this week in which the reporter speculated that these charges would be the last, and that the John Doe investigation was wrapping up.

Walker getting his ass nailed to the wall for sloppily selling a judicial appointment would be a MUCH more satisfying conclusion to this thing.

or to indulge in wishful thinking, if that's what turns their crank, but I think a lot more is coming.

And even if they don't get to Walker personally, I think a lot of apathetic types will be sufficiently turned off by the crap that they will actually come out & vote against Scabrous Scottie.

And Walker just recently appointed Jennifer Dorow, a lawyer that advertises experience in defending child abusers, as judge in Waukesha County. Where will the Walker aides charged with child enticement be prosecuted again?

And....he was in Walker's "inner circle" and he had a domestic partner who is now charged with child enticement? Read that article. Something doesn't make sense here so I think Mr. Jackpine is onto something.
