... it was related to HOW MUCH TESTING needs to be done on the state level but Birx filibustered the question related to testing capacity which is not relevant to the question.

If there's no widespread weekly testing rate at a certain per capita level in the cities or counties how in the world are we supposed to know who is sick from virus that has an Ro of 5.7 !??!

Looks like even Chuck Todd has caught on to the "adequate testing" question ... there needs to be a minimum testing rate per county city or state.
