That also applies to his reading, what little of that he bothers to do. For example, he appears to believe that he can just adjourn Congress whenever he wishes to. Selective reading of the Constitution. In reality, the power of the President to adjourn Congress is only available to him if the two houses of Congress cannot agree on a time to adjourn. He did not read the entire sentence, or simply disregarded the part of that sentence that he didn't like.
Normally, Congress does not actually adjourn until the end of a session. Instead, it goes into "recess" during times when it is not meeting in Washington, DC. That's standard practice, and has been going on for a very long time - to prevent Presidents from appointing people to office while Congress is not in session. In fact, Congress doesn't often even go out of session, but continues to be in session on a pro forma basis. Both houses agree to do that, so a President cannot adjourn the Congress.
The thing is that the leaders of Congress have read that part of the Constitution and understand it. The President only understand the parts of it he wishes were there:
As a matter of actual fact, that power of the President has never been used in our nation's history. Not even once. Why? Because the two houses of Congress are never in disagreement with respect to the time of adjournment. That's because they have read the Constitution and do not take that risk.
Most Presidents are familiar with the Constitution, and have even read the entire document. Donald Trump does not care to read very much, for whatever reason. So, he does not know exactly what the Constitution says about his powers. That leads him to make very many stupid statements that he must later retract.
The current President is not, shall we say, "an intelligent, well-read man."

(12,412 posts)I ran a search and actually hit on a lyric site giving Dylan credit. He did sing it as one of the only songs written by others he is known to have sung.
Here is the incorrect link: https://www.azlyrics.com/lyrics/bobdylan/theboxer.html
