WASHINGTON U.S. Senator Lindsey Graham (R-South Carolina) today made this statement on unemployment issues and the Department of Labor.
I just spoke with the Secretary of Labor Eugene Scalia about Department of Labor (DOL) efforts to assist states struggling with unemployment claims. DOL is providing much needed guidance and technical assistance regarding the operation of unemployment systems and how to implement the CARES Act.
Our state-based unemployment systems are being overrun by the volume of claims and the structure of the benefits under the CARES Act is actually incentivizing people to leave the workforce, compounding problems.
States are rapidly running out of unemployment reserves due to the volume of applications. Many of these state systems have outdated technology, slowing down benefit delivery. DOL is doing the best they can to help these states modernize.
The CARES Act created a system that can provide many hourly employees a fifty percent or more increase in wages if they choose unemployment instead of staying on payrolls. The money appropriated to help state unemployment systems must be revisited in any Phase 4 legislation.
DOL has an all-hands-on-deck approach, but I do believe securing the assistance of former governors and others to help modernize the system would be greatly beneficial to the cause. The unemployment benefit package provides families with the money they need to pay the bills, acting as a bridge until we can safely reopen the economy.

A while back I was a paralegal for an attorney who did Social Security Disability appeals. It was a fascinating job on many levels. To be honest, more than half of my time was spent at local Social Security Offices photocopying the massive files that our clients had. Boring but a necessary part of the job.
Here's my take away. All of our clients wanted to be working. But most of them couldn't work for various reasons. More than one client undermined themselves by working sporadically, when they simply could not hold down a job on a long term basis.
Yeah, there are people who will game the system. But I also saw my attorney turning down clients that she thought were not appropriate, would not get what they wanted, who were perhaps trying to game the system. She always told them that her opinion was not a final one, and that they should absolutely get another opinion. Nevertheless, my experience with her gave me a lot of insight into how SSDI worked.
I have enormous respect for the Social Security Administration as a whole. I also understand that disability is a complex issue. There are those who will game the system or who will cheat. But they really are a tiny minority.
The vast majority of people prefer to work. We need to concentrate on that vast majority rather than worrying about the tiny minority.

(1,178 posts)The bill they voted on clearly says a person can't get unemployment and collect the extra $600 if they voluntarily quit their jobs. Furthermore, you can't continue to collect it if you're on unemployment and turn down a job offer. This is purely for people who were laid off of no fault of their own. If Lindsey would've read the bill, he'd have known that. I think he does know that, and is just trying to make people who are collecting the extra $600 to feel guilty.
